Much of the Lower 48 is in a bad drought, the worst since 1956. Yet each drought also brings new ideas for adapting to nature's vagaries. What ideas are worth considering now?

Farmers are asking for more government help. Livestock are being sold off. Wells are overtaxed. And consumers are being warned to expect rising food prices in 2013.

As during previous big droughts, people most dependent on water for their livelihoods feel as if they are at the mercy of nature. ?If I had a rain prayer or rain dance I could do, I would do it,? said Tom Vilsack, the US agriculture secretary.

Yet at times like this, it is worth remembering how each drought also has led to better water management and new methods of agriculture ? all the better to sustain the country through the next one.

In Kansas, one of the areas hit worst by the long spell of heat and dryness, Gov. Sam Brownback noted this week that farmers are better off this summer because of changes made after previous droughts. Water rights, for example, have been adjusted from a use-it-or-lose-it policy to encourage water saving.

Water conservation has indeed come a long way since the 1930s. Farmers, for example, now plant trees for shelter from wind. Aquifers, irrigation canals, wetlands, and sprinkler systems are better managed. More farmers use no-till sowing. New seed varieties have better drought resistance.

And soil erosion has been greatly reduced since the 1990s after the government began to pay farmers to take some 35 million acres of highly erodible land out of crop production.

Yet more can be done, not just in adopting new techniques but in taking on wholly new views of farming.

In Australia, which recently endured a decade-long drought, landscape restorer Peter Andrews argues that Australia, which is the world?s driest country, must return its countryside to the natural water patterns of the 19th century. Thousands of farmers have followed his advice and built swampy meadows and chains of ponds to keep rain stored for dry spells. They also have grown reeds in streams to slow down rain runoff and minimize evaporation.

The idea is to work with nature in the wet times to cope with the times of little rain.

Similar ideas are being promoted in the US by farming pioneer Joel Salatin, owner of a 400-acre farm in Virginia called Polyface. He practices what he calls ?forgiveness farming,? or adapting to the eventual drought or flood.

?Part of the farmer?s ministry is creating forgiveness for all of these anomalies to minimize their damage and maximize resiliency,? he states. He likens it to a marriage in which each partner builds up ways to handle the vagaries of the other.

He also sees ponds as essential ? better than government crop insurance. He sets up his crops and farm animals to maximize the use of the available rainwater. He doesn?t even use the small river on his property because he says it belongs to everyone. His innovative ways of conserving grassland not only retain water but build up the quality of the soil.

Droughts are not to be feared, he says, but serve as a reminder that farmers must be stewards of both land and water and should not wrestle them into submission. They must seek resiliency and flexibility, or what he calls ?spiritual ascendency.?

New ideas in farming often become popular after each drought. It?s part of adapting to nature rather than being victimized by it.

Security boss sorry for bungled Olympics contract

LONDON (AP) ? The boss of British security group G4S said Saturday he was sorry that his company had bungled the contract to help protect the 2012 Olympic Games, a humbling televised apology that followed days of ugly news about his firm's failures.

Nick Buckles spoke to the BBC as British newspapers were filled with accounts of chaotic recruitment, sloppy security, and even an allegation that some G4S staffers weren't fluent in English. The firm has not been able to provide enough guards, and some 3,500 British troops are being called in to help fill the gap in security and police have been put on notice that they may need to help fill the breach.

"We're deeply disappointed and we certainly are very sorry for what's happened over the last week or two," the chief executive said. "It's a very complex process. No one's ever undertaken to recruit 10,000 fully-trained security staff for such a lengthy period of time."

In December G4S PLC promised to provide that number of people to help keep the games safe, although in reality far more than 10,000 people need to be recruited in order to compensate for attrition, sickness, and absenteeism. Buckles said that the operation was a "mammoth undertaking" involving a complex recruitment operation in five or six different stages, adding that, as of Saturday, some 4,000 people were on the ground and that about 9,000 people were still in the pipeline ? which still leaves a significant shortfall.

Buckles added that he only became aware of the problem eight or nine days ago.

His comments came as the British unearthed one episode after another of apparent incompetence at the Crawley, England-based company.

The Daily Mirror tabloid quoted Sarah Hubble, whom it described as a former G4S recruiter, as saying that background checks were skipped to meet targets and that sensitive recruitment material was left lying around the company's offices. Its right-leaning rival, The Sun, quoted an unnamed former police officer as saying that some security guards couldn't speak English.

In earlier comments to BBC radio, Buckles couldn't guarantee that all his staffers spoke fluent English, saying it was a "difficult question to answer."

"I am pretty sure that they can, but I can't say categorically as I sit here today," he said.

Buckles has said his company would foot the bill for the last-minute military deployment, putting the loss on his company's 284 million pound ($442 million) contract at up to 50 million pounds ($78 million.) That includes paying penalties of 10 or 20 million pounds for failing to live up to his company's end of the deal.

Potent form of common child illness deadly in Asia

HANOI, Vietnam (AP) ? Tran Minh Giang has spent more than a third of his young life in a Vietnamese hospital, and it could be many months more before he can go home. All for a disease that in Asia is as common as chicken pox, and usually about as severe.

The 20-month-old boy was sickened by a particularly menacing form of hand, foot and mouth disease that has killed hundreds of young children across the region. They sometimes suffer high fever, brain swelling, paralysis and respiratory shutdown, even though they may have been infected by people with few or no symptoms.

When the strain hit Cambodia recently, doctors there had no idea what it was, and even now experts don't fully understand why it can be so devastating. Seven months after becoming sick, Giang still breathes using a ventilator connected to a hole in his tiny throat.

"It may take time, maybe years, before he can recover. When he sleeps, his lungs don't work," his father, Tran Nam Trung, said Thursday while fanning the toddler. "When he first got a high fever, I didn't think that he would be in a situation like this."

The enterovirus 71 strain, or EV-71, raised fears earlier this week when it was detected in some lab samples taken after 52 of 59 Cambodian children died suddenly from a mystery illness that sparked international alarm. The World Health Organization said via Twitter on Thursday that its investigation has found most cases were caused by the disease.

An expert at the U.N. health agency earlier said it's the first time EV-71 had been identified in the country, but it's a well-known pathogen elsewhere in Asia. In the first half of this year alone, 356 people in China and 33 in Vietnam have died from it.

The scale of the disease was clear last week on the crowded ground floor of a hospital in China's hard-hit central Hunan province. Dozens of crying children were packed into two small rooms, sitting or lying on chairs with IV drips hooked to them. Hunan reported 33 hand, foot and mouth disease deaths in May, a quarter of the country's total that month.

The disease has exploded across the region since 1997, when the first major outbreak was reported in Malaysia. Since then, Japan, South Korea, Singapore, Mongolia, Taiwan and Australia have all wrangled with it.

EV-71 is one of a group of viruses that cause the disease, but it has become a more dominant strain over the past decade in Asia. Still, only a small percentage of children infected experience severe symptoms, and experts aren't exactly sure why. There is no vaccine or specific treatment to cure it, but severe cases are given supportive care and blood proteins are also sometimes administered intraveneously.

"There's a buildup of that susceptible population, like many viruses, and this happens to be the children who have not been exposed to different types of enteroviruses before," said Dr. Zarifah Hussain Reed, co-author of a WHO report on hand, foot and mouth disease and medical director at a Malaysia-based biotech company researching a vaccine for it. "Then this buildup somehow explodes in a way that suddenly you get severe cases of EV-71."

She said it's unclear why it remains largely confined to certain parts of Asia ? India and Indonesia, for instance, have not reported large outbreaks ? and it's not understood if EV-71 is more infectious or perhaps just better at invading the neurological system than other strains.

The disease is in the same family as polio and gets its name from the telltale symptoms it causes, including rash, mouth sores and blisters covering the hands and feet. It mainly affects children younger than 5, and is difficult to control because it spreads easily through sneezing, coughing and contact with fluid from sores or infected feces.

In daycare centers and schools, it's nearly impossible to keep little blistered hands from coming into contact with other children and everything they touch. Another problem is that many infected kids never get sick, but they can still transmit the virus to others. Frequent hand-washing and disinfection of toys and surfaces are advised, and sometimes schools are forced to close to help halt the spread.

The first EV-71 infection with neurological symptoms was reported in California in 1969. Outbreaks have since occurred periodically in the U.S. and Europe, but the disease has been a stubborn menace in Asia, typically occurring in cycles. Some experts have warned that if the virus isn't controlled, it can jump borders and threaten other regions as well. In fact, some wonder if the recent Cambodia cases could have spread from Vietnam, where about 63,000 cases have been reported so far this year.

Dr. Pham Nhat An, vice director of the National Hospital of Pediatrics in Hanoi, says he has dealt with the disease for three decades. But it didn't start killing until two years ago, when the number of hospitalized cases started to spike.

"It's worrying," he said in his office. "We need to think about a vaccine. It will help, especially for the EV-71."

In a unit on the other side of the building, the dedicated father, Trung, sits on the edge of a bed fanning little Giang, who probably caught the disease from a mildly ill cousin who was staying with them at the time.

Giang was just 13 months old when he began burning hot with fever. He didn't seem overly sick and continued to play, so his parents believed it was a bug that would quickly pass. By morning, the baby was purple and convulsing. His lungs were shutting down.

Now the chubby boy can sit, and he occasionally musters a quick smile. But he remains lethargic, with tubes running out of his nose and throat. Trung had to quit his job to help his wife care for the child 24 hours a day in the hospital, which is common in many parts of Asia where nursing staff is thin.

"This is a very serious disease, and it can result in very serious health consequences," Trung said. "People need to be very cautious and they need to strengthen surveillance to try to prevent the disease."

GOP says health care repeal also stops a tax

WASHINGTON (AP) ? House Republicans, stung by the Supreme Court decision upholding President Barack Obama's health care overhaul, are seizing on one wrinkle to bolster their election-year case for repeal ? the court's judgment that the penalty for failing to get insurance is a tax.

The House has voted more than 30 times to scrap, defund or undercut the law since Obama signed it in March 2010, political moves that went nowhere in the Democratic-controlled Senate. Republican opponents cast the law as government overreach, socialized medicine and an unaffordable approach to the nation's system of health care.

Two weeks after the conservative-led court's ruling, the House GOP leadership pushed for another symbolic repeal vote on Wednesday with a fresh argument. Chief Justice John Roberts wrote in his majority opinion that the law was constitutional because it imposes a tax ? not a penalty ? on people who refuse to buy insurance. Republicans who repeatedly pressed for repeal said a "yes" vote would not only overturn the law but spare some 20 million Americans from an unnecessary tax.

The law's onerous burdens and taxes, Republicans complained, were stifling small businesses now reluctant to hire because of the additional expenses. This represented a clear obstacle to the country's economic recovery.

They also pointed out that Obama had promised not to raise taxes on the middle class, and the fee for failing to get insurance would do just that.

"As the Supreme Court ruled, the cornerstone of the Democrats' health care law, the individual mandate, is a massive tax," said House Ways and Means Committee Chairman Dave Camp, R-Mich., during the daylong debate Tuesday. "This is a major tax with major implications. Democrats have argued that the individual mandate was necessary to improve the nation's health. So what's next? Will they require you to purchase low-fat or low-salt foods or pay a tax because they think it's good for you?"

Democrats countered that the penalty for not buying insurance was directed at people who could afford it.

"Otherwise you're passing the cost on to us," said Rep. Jim McDermott, D-Wash. "You're a freeloader. The Republicans are glorifying freeloaders."

Under the law, Americans who don't get qualified health insurance will be required to pay the penalty ? or tax ? starting for the 2014 tax year, unless they are exempt because of low income, religious beliefs or because they are members of American Indian tribes. The penalty will be fully phased in by 2016, when it will be $695 for each uninsured adult or 2.5 percent of family income, whichever is greater, up to $12,500.

Democrats circulated a memorandum with a series of quotes from likely Republican presidential nominee Mitt Romney in which he defends the so-called individual mandate of the Massachusetts' health care law that he secured as governor. Obama's law was closely modeled on the universal-coverage plan that Romney instituted in his state. That plan penalized people who failed to comply with the requirement to buy insurance, just like the Obama overhaul will do.

Romney, the Democrats pointed out, said in June 2005 that "everyone must either become insured or maintain adequate savings to cover their medical expenses. We cannot expect some citizens to pay for others who can afford to pay some or all of their own way."

Democrats also argued that the two days of debate and vote were a waste of time because the Democratic-led Senate wouldn't vote for repeal, the Supreme Court had rendered its judgment and voters want Congress to focus on more pressing issues such as the sluggish economy.

"As a psychiatrist, I'm qualified to say this," McDermott said. "One definition of insanity is doing the same thing over and over again and expecting a different result. The game is over. The referee, John Roberts, blew the whistle. It's over, guys."

Although the outcome isn't in doubt, the vote provides plenty of election-year fodder, energizing the political base and helping to attract campaign dollars. House Whip Kevin McCarthy, R-Calif., said a number of Democrats would join Republicans in voting to repeal the law.

In fact, many of the Democrats who backed the overhaul lost their seats in the 2010 elections. Those who are left would be open to charges of flip-flopping if they switch their votes.

The health care law was Obama's signature domestic achievement, but it remains unpopular and divisive among the public according to opinion polls. Democrats argued that erasing the law would eliminate the more popular individual elements ? a guarantee on coverage for those with pre-existing medical conditions, a requirement allowing children up to age 26 to remain on their parents' coverage and the reduction of seniors' Medicare prescription drug costs by closing the "doughnut hole" coverage gap.

Republicans insisted they were keeping a promise with Americans to repeal the law.

"This law epitomizes Washington at its very worst: intrusive mandates, higher costs, red tape, unaffordable spending, taxes on employers and families and control of personal health care decisions by boards, bureaus and agencies in Washington," said Rep. Fred Upton, R-Mich., chairman of the House Energy and Commerce Committee.

Aside from the criticism and the calls for "repeal and replace," the GOP did not offer any specific alternative to Obama's law.
