Sinclair offers affordable childcare for students : The Clarion

Laughter can be heard from children having fun in the playground outside of Building 9.
?We are the best kept secret in the city,? said Carla Rhoades, director of the Sinclair Early Childhood Education Centers.
Located on the first floor of Building 9 Room 101, the Early Childhood Education Centers provides childcare for children ages 3 to 5. The center has 83 students: 61 of the children belong to Sinclair students, 19 to faculty and staff and three children are from the Dayton community.
The Early Childhood Education Centers also serve as a laboratory school for Early Childhood Education majors. The students gain hands-on experience with what they have been taught in the program with support and guidance from the teachers, Rhoades said.
?The biggest benefit of the Early Childhood Education Centers is that many of our families wouldn?t be able to attend Sinclair if we weren?t here,? she said. ?Sinclair students have affordable childcare and it is right here on campus. So the family has a sense of security knowing that their child is close.?
There are two different learning centers; the Early Learning Center provides childcare all day and children must be in the center by 9:30 a.m. The Flex-Time Learning Center is for short-term childcare during the day. Both centers are open from 6:30 a.m. to 6 p.m.
Enrollment into the Centers occurs every quarter. All children must be potty trained and 3 years old before the quarter starts. All paperwork and physicals must be completed before their first day.
??We are not a drop-off, and we do not provide drop off childcare services,? Rhoades said. ?We are a center of education and care. We do intentional experience to help the children develop skills for life?we are not a drop-off. There is a schedule and a contract.?
Megan Edmonds-Wert, a philosophy instructor at Sinclair, uses the childcare program for her 4 year-old daughter Dharma.
?I think after meeting the director and teachers, I was really comfortable leaving my daughter with them because they exude care and responsibility. There is also a good balance between structure and play.?
Edmonds-Wert said that she has never had a complaint with the childcare program and will be sending her child back next quarter.
?She always seems to have a really good time,? Edmonds-Wert said. ?She will stay there until she is ready for kindergarten.?
The Centers are an accredited institution through the National Association for the Education of Young Children. The children are taught pre-writing skills, pre-reading, letter recognition, phonetics, colors and shapes as well as social and motor skills.
The curriculum is built around the children?s interest, and Rhoades said it makes learning more enjoyable and meaningful for them.
?We focus on all areas of the child?s development,? Rhoades said. ?We offer real hands-on meaningful experience.?
The ECE center received a 3-Star rating, the highest rating, from Step Up to Quality in 2011, which is Ohio?s voluntary rating system for Ohio Department of Family and Job Services licensed childcare programs.
?We don?t have to do it, but we choose to do it, to go above and beyond the minimum requirements as established by the state of Ohio,? she said.
But many students, faculty and staff don?t know that there is a childcare center in Building 9. It is a secret that Rhoades said everyone should know about.
?A lot of people don?t know that we are here, we are truly a jewel of downtown Dayton. We are high quality, and we strive to be excellent,? Rhoades said.
The Centers are currently full for Spring Quarter, but are accepting enrollment applications for Fall Semester. For more information contact the Centers at 512-2234.

Researchers report major eye disease discovery

Monday, April 9, 2012

Scientists at Trinity College Dublin have discovered that a part of the immune system called the inflammasome is involved in regulating the development of one of the most common forms of blindness, called Age-Related Macular Degeneration (AMD). They have discovered that controlling an inflammatory component IL-18, in cases of Age-Related Macular Degeneration (AMD) could prevent the development of the disease.

The disease AMD involves loss of central vision, people with advanced disease being unable to read, watch TV, enjoy the cinema, drive, or use a computer ? in short, everyday living becomes very difficult. The research, which is published this week in the international medical journal, Nature Medicine, is supported by Science Foundation Ireland, the American Health Assistance Foundation (AHAF), the Health Research Board (HRB) and Fighting Blindness Ireland.

The key diagnostic feature of AMD is the presence of "drusen", which are recognised during an eye exam as yellowish/white deposits in the central region of the retina called the macula. Dry AMD is characterised by the presence of excessive amounts of drusen and there are currently no forms of therapy other than recommended lifestyle changes such as giving up smoking, which is a recognised risk factor. However, a significant number of cases of the "dry" form of AMD can progress to the "wet" form, where blood vessels underneath the retina begin to grow, leading to central blindness. If you hold two coins immediately in front of your eyes, you will see a single large black circle blocking out your central vision. This is a very realistic simulation of what it is like to live with advanced disease.

The leading co-authors of the Nature Medicine paper, Trinity College scientists, Dr Sarah Doyle and Dr Matthew Campbell have together discovered that drusen accumulating in the macula can lead to the production of two inflammatory components termed IL-1beta and IL-18. These findings were based on studies involving drusen isolated from donor AMD eyes in tandem with pre-clinical studies on models of the disease.

"Traditionally, inflammation in the retina or indeed the eye in general is not beneficial and is a pathological hallmark of many eye diseases, including AMD. However we have identified, that one inflammatory component termed IL-18 acts as a so-called anti-angiogenic factor, preventing the progression of wet AMD" says Dr. Campbell.

"The progression from "dry" to "wet" AMD appears to be mediated by the inflammatory component IL-18, our results directly suggest that controlling or indeed augmenting the levels of IL-18 in the retinas of patients with dry AMD could prevent the development of the wet form of disease, which leads us to an exciting new prospect for a novel therapy for AMD" says Dr Doyle.

The research was undertaken at Trinity College's Ocular Genetics Unit, Director, Professor Pete Humphries and at the laboratories of Professor Luke O'Neill at the Trinity Biomedical Sciences Institute, in collaboration with Professor Joe Holyfield at the Cole Eye Institute at Cleveland, Ohio.

Tips For Tackling Common Home Improvement Projects | General ...

Improve visibility for cooking, washing dishes, reading recipes and other common kitchen tasks by installing lights under your cabinets. These small lights are simple to install yourself, and are a great way to boost the amount of light in your kitchen without using higher-wattage bulbs in your overhead light fixtures.

Kitchen cabinets can be extremely heavy. Make them lighter by removing the doors and drawers from all of your new cabinets before installing them. The lighter cabinets will be easier to maneuver and there will be nothing to get in your way as you screw the cabinets to the wall.

Clean up throughout your home improvement project to ensure that your project doesn?t get derailed. If you leave dust and plaster all over the floor while trying to install tile, you?ll find nothing sticks. Gee, I wonder why? Clean up every time you demolish something to ensure that the upgrades you put in are done correctly.

Always shut off the water if working near pipes. Home improvement projects in the kitchen or bathroom may not always involve pipes, but shutting off the water can prevent any mishaps from becoming catastrophes. Know where your main water shut-off valve is, and use it any time you are working in these areas.

Keep your placemats and linen napkins clean by storing them in appropriate sized zipper sealed bags. Be sure to label the bag with a sharpie clearly stating how many pieces of each are within the bag. Don?t forget to force the air out and seal the bags as flat as possible to only use minimal space.

To achieve the most even look when installing vinyl tiles, start applying them from the midpoint of the room. To do this, measure the room at its widest points, marking the halfway point of each line. Using a chalk line to mark the intersecting points, you can begin your tile installation at the perpendicular junction point, spreading outward toward the edges of the room.

When making home improvements, there is a simple way to save on your energy use. Instead of having all of your electronics plugged in, use a power strip. A power strip can be easily turned on and off when not in use. If you are not using an electronic, turn the power strip off, and you will not be using loads of energy.

Many people think a kitchen remodel can be time consuming and expensive. However, there are many things a homeowner on a limited budget can do to change the look of their kitchen. By simply replacing countertops, updating appliances or refinishing cabinets, a homeowner can give their kitchen a facelift without breaking the bank.

Home improvement is not as complicated as it is made out to be. Sure it can be a lot of work, but it doesn?t have to be. It can indeed have small jobs too. Now that you understand a bit more of how to use things and what to do, go give it a try.

Nearby Star May Have More Planets Than Our Solar System

The IAU therefore resolves that planets and other bodies in our Solar System, except satellites, be defined into three distinct categories in the following way:
(1) A "planet"[1] is a celestial body that: (a) is in orbit around the Sun, (b) has sufficient mass for its self-gravity to overcome rigid body forces so that it assumes a hydrostatic equilibrium (nearly round) shape, and (c) has cleared the neighbourhood around its orbit.
(2) A "dwarf planet" is a celestial body that: (a) is in orbit around the Sun, (b) has sufficient mass for its self-gravity to overcome rigid body forces so that it assumes a hydrostatic equilibrium (nearly round) shape[2], (c) has not cleared the neighbourhood around its orbit, and (d) is not a satellite.
(3) All other objects[3], except satellites, orbiting the Sun shall be referred to collectively as "Small Solar System Bodies".
Footnotes:
1 The eight planets are: Mercury, Venus, Earth, Mars, Jupiter, Saturn, Uranus, and Neptune.
2 An IAU process will be established to assign borderline objects into either "dwarf planet" and other categories.
3 These currently include most of the Solar System asteroids, most Trans-Neptunian Objects (TNOs), comets, and other small bodies.
The IAU further resolves:
Pluto is a "dwarf planet" by the above definition and is recognised as the prototype of a new category of trans-Neptunian objects.

How the Moon Affects the Date of Easter

Friday (April 6) brings us the first full moon of the new spring season.?

The official moment that the moon turns full is 19:19 UT, or 3:19 p.m. EDT.

Traditionally, the April full moon is known as "the Pink Moon," supposedly as a tribute to the grass pink or wild ground phlox, considered one of the earliest widespread flowers of the spring. Other monikers include the Full Sprouting Grass Moon, the Egg Moon and, among coastal Native American tribes, the Full Fish Moon, for when the shad came upstream to spawn.

(Traditional names for the full moons of the year are found in some publications, such as the Farmers' Almanac. We also published the complete list of full moon names here on SPACE.com. The origins of these names have been traced back to Native America, though they may also have evolved from old England or, as Guy Ottewell, editor of the annual publication Astronomical Calendar, suggests, "writer's fancy.")

The first full moon of spring is usually designated as the Paschal Full Moon or the Paschal Term.? Traditionally, Easter is observed on the Sunday after the Paschal Full Moon. If the Paschal Moon occurs on a Sunday, Easter is the following Sunday. [Photos:?Full Moon?Captivates Skywatchers in February 2012]

Following these rules, we find that the date of Easter can fall as early as March 22 and as late as April 25. Pope Gregory XIII decreed this in 1582 as part of the Gregorian calendar. So according to the current ecclesiastical rules, Easter Sunday in 2012 is to be celebrated April 8.

Interestingly, these rules also state that the vernal equinox is fixed on March 21, despite the fact that from the years 2008 through 2101, at European longitudes it actually will occur no later than March 20.?

Adding additional confusion is that there is also an "ecclesiastical" full moon, determined from ecclesiastical tables, whose date does not necessarily coincide with the "astronomical" full moon, which is based solely on astronomical calculations. In 1981, for example, the full moon occurred on Sunday, April 19, so Easter should have occurred on the following Sunday, April 26. But based on the ecclesiastical full moon, it occurred on the same day of the astronomical full moon, April 19!

Hence, there can sometimes be discrepancies between the ecclesiastical and astronomical versions for dating Easter. In the year 2038, for instance, the equinox will fall on March 20, with a full moon the next day, so astronomically speaking, Easter should fall on March 28 of that year. In reality, however, as mandated by the rules of the church, Easter 2038 will be observed as late as it can possibly come, on April 25.

So in practice, the date of Easter is determined not from astronomical computations but rather from other formulae such Golden Numbers.

Since the beginning of the 20th century, a proposal to change Easter to a fixed holiday rather than a movable one has been widely circulated, and in 1963 the Second Vatican Council said it would agree, provided a consensus could be reached among Christian churches. The second Sunday in April has been suggested as the most likely date. That, incidentally, works outs rather nicely this year.

Harvest moon effect, in reverse

The full moon occurring nearest to the autumnal equinox is traditionally called the Harvest Moon. What sets the Harvest Moon apart from the others is that instead of rising at its normal average of 50 minutes later each day, it seems to rise at nearly the same time for several nights.

In direct contrast to the Harvest Full Moon, the Paschal Full Moon appears to rise considerably later each night. Below we've provided some examples for 10 North American cities.

Although normally the moon rises about 50 minutes later each night, over this three-night interval for our relatively small sampling we can see that the rising of the moon comes, on the average, just over?76 minutes later each night. A quick study of the table shows that the night-to-night difference is greatest for the more northerly locations. (Edmonton, located at latitude 53.6?N, sees moonrise come an average of?88minutes later.) Meanwhile, the difference is less at southerly locations. (In Miami, located at latitude 26?N, the average difference is about?67 minutes.)?

The reason for this seasonal circumstance is that the moon appears to move along the ecliptic (the path the sun takes across the sky), and at this time of year when rising, the ecliptic makes its largest angle with respect to the horizon for those living in the Northern Hemisphere.?

In contrast, for those living in the Southern Hemisphere, the ecliptic at this time of year appears to stand at a more oblique angle to the eastern horizon. As such, the difference for the time of moonrise is noticeably less than the average of 50 minutes per night. In Sydney, Australia, for instance, the night-to-night difference amounts to just 40 minutes.

FLUD 2.0 Rolls Out To Android & Windows Phone, As Startup Readies Its Series A

FludAndroid_2FLUD, the scrappy news reader backed by $1 million in seed funding, is today introducing FLUD 2.0 for Android and Windows Phone. FLUD 2.0, for those who don't recall, was the big redesign that turned FLUD from being just another news reader into a true social news experience. Although participating in a crowded space, where it goes up against better-known brands like Flipboard, Zite, and Pulse, FLUD founder Bobby Ghoshal believes his company has what it takes to stand out from the crowd. Not only is the startup building its own social network - as opposed to one built on top of Facebook or Twitter - it's now also doing so cross-platform.

Mlm Network Marketing - Lightyear Wireless Record Breaking Home ...

Legal MLM network marketing systems, also known as multi-level marketing, are sometimes difficult to distinguish from unethical and illegal pyramid schemes. Think of it in terms of the Parable of the Weeds. Good companies are out there but a lot of bad ones have grown up around them. Separating the good from the bad has become a difficult task. The problem became so severe that the U.S. Government reviewed the situation. So, those looking to venture into MLM business should step cautiously. In a typical MLM network marketing plan a parent company uses independent salespeople, or distributors, to market its product directly to customers. These distributors then work on building a customer base. Independent distributors can also recruit other independent distributors who work on building a customer base of their own. Each level in the system earns money off the sales of new distributors and their customer base, referred to as a downline. The organization begins to build from the base up like a pyramid with the parent company always sitting on top reaping the rewards from the efforts of those people below it.
Now, MLM network marketing systems have been very successful for some popular cleaning chemical suppliers, cosmetics, and many other companies. They are completely legal because commissions are earned only on product sales or services. The legality of the business comes into question when money is earned from recruiting new distributors alone or if money comes primarily from new the recruits. Pyramids are illegal because inevitably the supply of new distributors dries up and the pyramid collapses causing almost everybody involved to lose their money. Those at the top of the pyramid may survive with enough money to continue, but the many investors at the bottom usually don't. So it's easy to see why this type of networking business practice should be scrutinized before jumping headlong into one. Unfortunately, it's easy for an unscrupulous business person to disguise an illegal or unethical company into making it look completely legitimate. The entire pyramid system wobbles from the bottom up because it's not built on solid business or Biblical principles. Dishonest money earned by vanity and greed will always disappear. "Wealth gotten by vanity shall be diminished: but he that gathereth by labour shall increase." (Proverbs 13:11) Potential investors must do the investigative ground work or they could part ways with their money.

The government can't tell anybody whether or not an MLM network marketing plan is illegal or not. It also says that joining a MLM group is a matter of personal choice. But the government has issued some guidelines for those who are looking to get into network marketing. First, as mentioned above, don't get involved in any scheme that includes commissions for recruiting. And don't enter into an agreement requiring the purchase of expensive inventory because these plans are at a high risk of collapsing. Be leery of claims that money will be made through continued growth of distributors. Claims of potentially enormous earnings through the sales of miracle products are a red flag. Don't sign any agreement or contract at an opportunity meeting or high-pressure situation. Finally take time to completely check out any plan being considered. Most legitimate MLM network marketing plans use generally accepted practices. One such practice restricts how much inventory a distributor may purchase. It's often referred to as the 70 percent rule which prevents "inventory loading". In theory this prevents distributors from qualifying for additional bonuses.

Once invested in a MLM network marketing plan a person can earn pay, commissions, and bonuses in a variety of ways. Some can be extremely complicated. Many networking systems have ranks within the downline which determines the amount of compensation to be paid out on sales. For example, a group director may have under him or her a manager, supervisor, and associate. A Stairstep-Breakaway method of compensation system actually combines two plans. The Stairstep part pays compensation on the total volume of a dirctor's group, which includes personal sales volume and the entire downline sales volume. Therefore, sales and the rank of people in the downline determine the amount of compensation earned. Each rank in the step earns a higher compensation for the director. In addition to his or her personal earnings, the director of a downline group might earn 10 percent commission from the manager, 20 percent from the supervisor, and 30 percent from the associate. When someone in a director's group steps up and eventually becomes a director, they are said to breakaway and form a first generation breakaway group. As a result, the director of the original group will earn commissions from this breakaway group. However, in some interpretations of the breakaway method of compensation, the splinter group becomes an autonomous entity, and the original director doesn't earn commissions from it. Interpreting the system this way doesn't provide much incentive to step up and build.

Another method of compensation within the MLM network marketing system is called Unilevel which actually means one level. But most Unilevel payment systems usually pay commissions several levels deep. Unilevel might be the least complicated method of payment. However, the Matrix plan can be quite complicated because of the different variations possible. Under the Matrix plan the number of direct distributors that can be sponsored gets limited to the depth and width of the Matrix. Once the matrix fills, a new one may have to be started. Binary plans are also used in MLM network marketing systems. Binary compensation methods are actually a variation of the Matrix system, and uses a point system to determine the amount of payment. Finally, the hybrid compensation plan is derived from combining methods from the various plans. All the plans are more complicated than outlined here. Further research should be conducted to fully understand each one.

Canada steps up housing market oversight - Financial Post

Apr 4, 2012 ? 10:45 AM ET | Last Updated: Apr 4, 2012 1:23 PM ET

By Andrew Mayeda and Greg Quinn

Canadian authorities are stepping up oversight of the nation?s housing market even as lenders such as Bank of Nova Scotia warn that tougher rules could threaten the economic recovery.

The country?s banking regulator, the Office of the Superintendent of Financial Institutions, said Tuesdsay it will boost supervision of private mortgage insurers while examining ?emerging? risks to the financial system in several areas, including residential mortgages.

Policy makers, including Finance Minister Jim Flaherty, have said that parts of Canada?s housing market have become overvalued as consumers add to record debt levels, encouraged by some of the lowest mortgage rates in decades. Flaherty said in his budget last week the government will enhance supervision of Canada Mortgage & Housing Corp., a federal agency that insures some mortgages.

Scotiabank chief executive officer Richard Waugh warned about making reforms to CMHC that could have ?unintended consequences? and cause the market to slow too much. ?Canada?s model, which has been so successful, is let the banks manage and let the policy makers set macroeconomic policy, monetary policy, and good strong regulatory supervision,? Waugh said Tuesday in an interview in Saskatoon, Saskatchewan.

Bank of Canada Governor Mark Carney said in an April 2 speech that households relying on debt financing represents ?the biggest domestic risk? to the economy. Some Canadians would be vulnerable to a sharp decline in housing prices, the central bank said in its latest Financial System Review.

Home Prices Rising

Jonathon Rivait/National Post

Home resale prices rose 6.5% in January from a year earlier, according to the Teranet-National Bank Composite House Price Index. The S&P/Case-Shiller index of property values in 20 U.S. cities fell 3.8% in January from a year earlier after dropping 4.1% in December, a March 27 report from the group showed.

The country?s resale housing market is overvalued by 10% to 15% and there is an oversupply of new homes, Toronto-Dominion Bank economist Sonya Gulati said in a March 22 report. ?These excesses should be gradually unwound over 2013 and 2014, with higher interest rates the impetus for the adjustment,? she said.

The Ottawa-based Office of the Superintendent of Financial Institutions said Tuesday it will produce a report for Flaherty on government guarantees on mortgage insurance. An OSFI spokeswoman, Leonie Roux, said the report would apply to private insurance providers such as Genworth MI Canada Inc. and not CMHC.

The federal government guarantees the full value of mortgage insurance offered by CMHC, which had $541 billion in insurance in force at the end of September. The government guarantees 90% of insurance offered by private-sector companies.

Vulnerable Households

?Elevated household debt levels not only make households vulnerable to adverse shocks but continued low interest rates could encourage even higher household indebtedness,? OSFI said in a planning document released on its website yesterday.

Consumers ?could become a source of negative domestic influence if they take action to rein in spending to address their indebtedness,? OSFI added.

Consumer spending has led economic growth since taking the country out of recession in 2009. The Bank of Canada projects households will be responsible for more than half of the country?s 2% economic growth this year.

The government said in the budget it will enhance the governance and oversight of CMHC to ?ensure its commercial activities are managed in a manner that promotes the stability of the financial system.?

Strengthening Oversight

The government is considering whether OSFI can play a role in ?strengthening the oversight of CMHC?s commercial operations,? Chisholm Pothier, Flaherty?s chief spokesman, said Tuesday in an e-mail. OSFI doesn?t currently regulate CMHC, instead, it reports to the country?s parliament through Human Resources and Skills Development Minister Diane Finley.

?Someone is going to have to safeguard CMHC, and I would assume that falls under OSFI,? said Ian Pollick, senior fixed- ncome strategist at RBC Capital Markets in Toronto. ?There is no other real national regulator.?

The budget also said the government will introduce legislation on covered bonds under a system to be administered by CMHC.

Most covered bonds issued in Canada are secured by mortgages insured by CMHC. A government consultation paper in May asked for input on whether the law should encourage banks to secure covered bonds with uninsured mortgages, a move that may lead banks to rely less on CMHC insurance. The budget didn?t specify how the government will proceed on that issue.

Rationing Insurance

The government also didn?t say whether it will raise CMHC?s $600-billion limit for insuring mortgages. CMHC said Jan. 31 it has been rationing bulk insurance offered to lenders as the corporation approaches its legal limit.

Flaherty has tightened rules on mortgage insurance three times since October 2008. He appears to be taking a ?wait-and- see? approach to determine if the market is headed for a soft landing before he acts again, said Finn Poschmann, vice president of research at Toronto-based think tank C.D. Howe Institute. ?If the growth in mortgage credit and home-equity lines of credit doesn?t tame itself, we can expect the finance minister to respond,? he said.

The government should ?hit the pause button? to take stock of the new rules put in place since the financial crisis, and whether such changes may have ?unintended consequences,? Terry Campbell, president of the Canadian Bankers? Association, said yesterday in a speech in Ottawa.

Canada?s banks have been ranked the soundest in the globe by the World Economic Forum in part because they avoided the subprime loans that crippled many U.S. lenders during the financial crisis.

Ellen Cervellon, director of the nursing program at Oikos University, said she wasn't on campus Monday when her former student, One Goh, came looking for her then went on his rampage.

Two days later, in an interview with The Associated Press, a shaken Cervellon said the slayings are haunting her.

"I have that weight on my shoulders and I don't know what to do with it," she said, her voice quavering. "Every single one of those students were going to be an excellent, excellent nurse. They're in my heart, and they always will be."

Oakland Police Chief Howard Jordan confirmed Cervellon was the apparent target. Officer Johnna Watson, a police spokeswoman, said later that police are looking into the possibility that other administrators had been targeted.

Goh, 43, was charged Wednesday with seven counts of murder and three counts of attempted murder, plus a special circumstance allegation of committing multiple murders that could make him eligible for the death penalty.

Shackled and showing little emotion, Goh said nothing during a brief court appearance other than a soft "yes" when the judge asked if he understood the charges. He did not enter a plea.

In a police affidavit, Officer Robert Trevino said Goh acknowledged going to Oikos on Monday with a .45-caliber handgun and four magazines of ammunition.

"He admitted to kidnapping a woman and forcing her from her office into a classroom at gunpoint," Trevino said in the statement. "He admitted to shooting and killing several people inside the classroom, before taking one of the victim's car keys and fleeing the scene in the victim's car."

Police arrested Goh about an hour after the shooting spree at a supermarket a few miles from campus.

A student wounded in the rampage said Goh burst into the classroom shouting and quickly began firing his weapon. Ahmad Sayeed was shot through the shoulder as he scrambled to get out with other panicked students.

The 36-year-old immigrant nursing student from Afghanistan said he did not understand what Goh was yelling, though he did hear him order students to line up in front of the classroom.

Sayeed said he has been this frightened once before ? when the Taliban attacked his high school in the Nangarhar province of Afghanistan.

"The exact thing happened at my school," Sayeed said. "The Taliban came in and killed five students. I was very afraid then, too."

Cervellon said Goh dropped out of the nursing program at the tiny private school around November but returned numerous times to ask her for a full tuition refund.

Goh got angry when she told him the school could not refund all his money because he had been enrolled for nearly half of the program, she said. Cervellon said she did not know how much Goh had paid in tuition.

Police have said Goh was seeking a female administrator when he went to the campus Monday. When he was told she wasn't there, they said, he began shooting in classrooms, killing six students and a receptionist and wounding three others.

Jordan previously said Goh was angry after being expelled from the school, but Cervellon said he was never expelled and decided to leave on his own.

"He was never forced out, he showed no behavioral problems, and he was never asked to leave the program," she said. "He decided on his own to leave the program."

Police said they made contact with Cervellon after seeing the AP story. Jordan said investigators plan to interview her soon, and that many details were still unclear.

"We were told by witnesses that he was kicked out, but there could be some facts that he wasn't," Jordan said. "I do know that he was trying to get his down payment or tuition reimbursed."

During previous meetings with Cervellon, Goh also said he felt his classmates were picking on him at the school, which was founded to help Korean immigrants adjust to life in America and launch new careers, she said. Goh is a native of South Korean who became a U.S. citizen.

Jordan has said Goh also was upset because other students had teased him about his poor English skills.

However, Cervellon and nursing professor Romie John Delariman said they never heard about or witnessed Goh being ridiculed for problems with English. Delariman said Goh was a good student who didn't seem to struggle with his second language.

"He was a full-time student and was really motivated. If I taught something he would be the first person in line to do it," Delariman said.

Still, Goh appeared to be the aggressor in exchanges with others at the school, according to Efanye Chibuko, whose wife Doris Chibuko was among those killed in Monday's attack.

Chibuko said his wife, a native of Nigeria who was elected president of her nursing class, felt Goh was unstable.

"My wife was afraid of him," he told the AP. "She was afraid he would do something like he did. She knew the other victims, and they talked about it. They were afraid that he was going to come back and do what he did."

Chibuko said he's angry with school officials for not doing more to protect the students.

"They were all living in fear. My wife told me the guy had been violent toward the school staff and had kicked the walls and stuff like that," he said. "So they knew. They should have had security in place."

Delariman said he noticed that Goh had problems, in particular, dealing with women in his predominantly female nursing classes.

"He can't stand women," Delariman said. "He said he never used to work with women, or deal with women in a work setting or a school setting."

It's unclear how Goh earned a living before he became a nursing student at the school of about 100 students. His instructors and a former employer said he previously worked in construction.

Chong Sik Hwang, owner of C.H. Trading Co. in San Mateo, said he hired Goh as a deliveryman at the Asian grocery importing and distribution operation in 2009. Goh was fired a few months later after Hwang heard Goh had gotten into an argument with a customer.

After making an initial impression as "upbeat," Hwang said Goh turned out to be a "very stubborn" worker who didn't take direction well.

"He had to do it his way," Hwang said. "He was always right."

During the job interview, Hwang said Goh told him he had left a wife and 12-year-old daughter in Virginia. Goh was evicted from an apartment in Gloucester County, Va., in 2009 and left a string of debts behind, including back taxes owed to the federal government.

Hwang said Goh told him he ran a construction company on the East Coast but that the business had gone under.

Online records in two Virginia localities where he lived show that, while Goh was there, he racked up tens of thousands of dollars in liens and judgments, including a $10,377 debt to SunTrust Bank in 2006.

Students share car insurance tips | The Crow's Nest ? A student ...

With the possibility of an accident in the USFSP garage or a fender bender in downtown St. Petersburg, auto insurance can be critical. The jargon can be difficult to understand and costs may be daunting, but USFSP students who have gone through the process have some tips to help solve some of the most common insurance worries.

Auto insurance is required for licensed drivers in case of an accident. The amount paid to the insurance company helps manage costs and provide money to pay for an accident. If one car damages the other, the insurance company of the person who is at fault ?pays? for the accident with said money.

Many students choose to remain on their parents? policy to save cash but still pay the fee. Discounts are available, especially if parents have been with the company over many years.

When looking for a single policy, some students recommend having a safe driving record to get a better rate.

?The better you drive, the cheaper your insurance can be,? said freshman Billy Davis, a State Farm policy holder. ?If you know you aren?t going to get in an accident, then you can have the lowest coverage.?

Getting quotes from multiple companies before settling may be time consuming, but it can provide better options.

?Get a quote from everyone first and don?t settle with a price you?re not comfortable paying,? said freshman Savannah Bryant.

When the policy cost appears high, do not fear?it can be changed. According to Brown Insurance Company?s ?Parent?s Guide to Insuring a Teen Driver,? insurance rates drop considerably as you age, as compared to when first making your policy. At 19, a person?s rate drops 21 percent, and by age 21, it drops another 31 percent. Discounts are available for things like safe driving, having clean driving records or good grades, or taking a driver?s course.

Don?t be afraid to explore local insurance offices when searching for a policy. The agents can be helpful in finding undiscovered discounts.

?Calling into a local agent for a specific company could save you thousands on your policy,? said freshman Kyleigh Cobbett.

Cobbett originally received a quote of $360 a month from State Farm online for her ?89 Accord.

?But after I visited my local agency, I then found out about valuable deductions,? she said.

Fiona Apple has already made her return to the stage — and what a return it was — and now, she's moving one step closer to completing her comeback, revealing details of her much-anticipated fourth album.

Much like her (excellent) 1999 album, When the Pawn ... (you know the rest), Apple's new disc comes with an unwieldy title: The Idler Wheel Is Wiser Than the Driver of the Screw and Whipping Cords Will Serve You More Than Ropes Will Ever Do, though, chances are, you already knew that. But in a Facebook post Monday, Apple unveiled the full track list and artwork for the album and the official release date too: June 19.

Several outlets reported The Idler Wheel ... is due June 26, but a spokesperson for Apple's label, Epic, confirmed to MTV News that the 19th is actually the correct date.

Apple's new album — her first since 2005's Extraordinary Machine — features 10 songs, some of which ("Anything We Want," "Valentine" and "Every Single Night") she's previewed during her recent run of club shows. And the album's swirling, vaguely psychedelic cover art resembles the hand-drawn T-shirts she's been selling at those shows too.

Despite the brand-new information, there's still plenty we don't know about Idler. It's not clear who produced the disc (early reports had drummer Charley Drayton listed as co-producer, along with Apple) or which track will be selected to serve as the first single. Apple just completed her run of intimate gigs leading up to the album, though at the moment, there are no tour dates lined up around its release; her only confirmed show is June 24 at the Governors Ball Music Festival in New York. But all in due time. For long-suffering Fiona fans, any bit of news is good news.

The track list for The Idler Wheel ... , according to Fiona Apple's Facebook:

» "Every Single Night"
» "Daredevil"
» "Valentine"
» "Jonathan"
» "Left Alone"
» "Werewolf"
» "Periphery"
» "Regret"
» "Anything We Want"
» "Hot Knife"
